Finding out whether you are allowed costs more than the licence

The constraint on narrow licensing is not appetite or technology. It is that establishing whether a use is permitted takes longer and costs more than the use is worth. Machine-readable terms and stable identifiers are unglamorous infrastructure that nobody has been paid to build.
